Q. Should the U.S. flag be flown when it's raining or snowing?
A. Title 36, Chapter 10 of the United States Code (the federal law), which covers patriotic customs including display of the flag, says:
"The flag should not be displayed on days when the weather is inclement, except when an all-weather flag is displayed."
So, you can purchase a flag designed for all weather display and fly it proudly in any weather. If, however, your flag is not manufactured for all-weather use, you should bring it inside when the weather is bad.
